Who we are

The European Union Temporary Relocation Platform (EUTRP), an initiative of the European Commission, is a network of entities engaged in supporting human rights defenders (HRDs) at risk who are seeking temporary relocation, or who have been temporary relocated.

Our goal

The main goal of the EUTRP is to facilitate coordination and cooperation among actors involved in the temporary relocation of HRDs at risk, allowing its members to share knowledge and resources, coordinate joint efforts, and avoid duplication.

The commitment of the European Commission with the EUTRP comes from the European Union Guidelines on Human Rights Defenders. According to these guidelines, EU member states should provide “measures for swift assistance and protection to human rights defenders in danger in third countries, such as, where appropriate, issuing emergency visas and facilitating temporary shelter in the EU member states.

Our Story

2011-2012
The European Commission carried out the study “Mapping of temporary shelter initiatives for Human Rights Defenders in danger in and outside the EU”. One of the main conclusions of the study was that existing initiatives would benefit from greater coordination and collaboration.

The Platform, an initiative of the European Commission, was created as a project and implemented by a team of three experts.

There was a launch meeting of the Platform in the margins of the EU-NGO Forum, organised by the European Commission.

The coordination of the Platform was taken over by the newly created ProtectDefenders.eu, the EU Human Rights Defenders mechanism. The first annual meeting was held in Brussels.

The second annual meeting was held in Brussels.
